As stated in the title, this academic paper approaches juvenile justice from a dependency perspective, not a delinquency perspective. This paper begins by noting that the juvenile justice system was designed for boys, effectively ignoring the rising rates with which girls are offending. This research also calls for an empathetic approach that supports at-risk girls by working preventatively and constructively, as opposed to correctively or even punitively, and it looks at gender-specific solutions for girls in the foster care system.
